A decade after St. Michael and All Angels Episcopal Church made Jubilee Park's revival a mission, the 62-block patch between Fair Park, Interstate 30 and East Grand is slowly shaking off years of crime, neglect and decline.
Demand for literacy and after-school classes at the cramped Jubilee Center on Bank Street is increasing. Jubilee leaders want to expand those classes, offer childhood development and senior citizens programs, light alleys and establish a public garden.
